The North Carolina Public Transportation Association, hereinafter referred to as NCPTA, seeks to solicit contract services for an Executive Director/Transit Advocate, hereinafter referred to as the Executive Director. The candidate for this position must reside within the State of North Carolina or be willing to relocate within thirty (30) days of employment with the NCPTA.

The Executive Director position is designed to strengthen the NCPTA organizational structure, implement its growth plan, improve communications and training efforts and represent NCPTA by promoting public transit in North Carolina. The Executive Director will function under the direction of the NCPTA President and the NCPTA Executive Board as needed. Listed in the RFP are the primary responsibilities described in detail for the Executive Director portion of duties and the Transit Advocate portion of duties. The Executive Director will serve in both capacities. The Executive Director position is not required to perform “lobbying” work.

The contract period will run from September 1, 2010 through August 31, 2011.

Payment for Executive Director will be on or near the 15th of each month of the contract period unless the contract is terminated by NCPTA or the Executive Director resigns.

The NCPTA will reimburse the Executive Director in an amount not to exceed $7,000.00 for expenses incurred in the performance of duties during the budget year. The NCPTA will provide the Executive Director with a laptop and cell phone.  Any other equipment or resources will be negotiated with the NCPTA President and the Board of Directors.

This class is responsible for directing the operations of the Transit Department, which includes the Transit Center customer service personnel, contract management of the service provider, grant management and coordination with FTA and NCDOT, and to facilitate the transit commission meetings. 

Directs department operations with outside contractors, cities, commissions, and other agencies for project management, transit routes, stops, and facilities.  Ensures transit operations follow FTA, state, and federal regulations; oversees FTA grant administration; ensures necessary reports are developed and filed. 

Oversees and directs the budget for transit activities prepares RFPs, bids and negotiates with vendors to provide services and equipment. 

Supervises staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures, and maintains a healthy and safe working environment; and, making hiring, termination, and disciplinary decisions. 

Oversees marketing efforts to expand ridership, meets with neighborhoods to receive public input on routes and other services.  Ensures marketing material is user friendly.  Directs customer service functions and resolves customer complaints. 

Conducts transit commission meetings to keep elected officials informed and to receive input and direction for system.  Performs other duties of a similar nature or level. 

Bachelors degree in transit, public or business administration, or related field and five to seven years in transit management in a supervisory role with budgetary profit/loss experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. 

Licensing Requirements: Valid North Carolina Driver’s License; Valid North Carolina Class A Commercial Driver’s License with “P” endorsement.

Knowledge of: Transit operations; Safety/Security requirements for operating buses; Federal, State, and Local requirements regarding transit administration, purchasing, contracting, ADA, and Title VI; FTA Teamweb Grant procedures; Management and marketing principles and practices; Supervisory techniques; Applicable federal, state, and local laws, rules, and regulations.

Assistant Director


Description:

Transportation Administration of Cleveland County, Inc. (TACC). This is a new full time, safety sensitive salary position. View postion description in PDF.

General Statement of Duties:

The Assistant Director serves as the program assistant under the direct supervision of the Executive Director. Performs a variety of functions directly related to the management and administration of transportation services, policy administration/interpretation of Federal and State grants/standards; develops and reviews necessary documents to comply with these standards.

Distinguishing Features of the Position

A. This position will be responsible for assisting the Executive Director of TACC with administrative tasks, developing policies and procedures, completing NCDOT documents, administering TACC’s Drug and Alcohol Program, and developing, implementing and facilitating an ongoing Safety Plan & Program for TACC, which will reflect laws, policies and procedures designed to promote vehicular safety as they pertain to state and federal laws and regulations.

B. Work Schedule will fluctuate in order to observe TACC’s current office schedule (6:00 AM to 6:00 PM), but should equal 40 hours per week but may include additional morning, evening, and weekend hours as deemed necessary by the Executive Director.

Description of Responsibilities and Duties

  1. 40%- Assist the Executive Director with Administrative tasks including but not limited to:
    a. Employee supervision, evaluations, and disiciplinary actions.
    b. Completing NCDOT documents including federal and state reports.
    c. Preparing the Rural Operating Assistance Program grants for Cleveland County and TACC with the assistance from the Finance and Administration Manager.
    d. Reviewing monthly budget reports
    e. Developing and enforcing TACC Policies and Procedures.
    f. Marketing- developing community awareness of TACC and CCT services.
    g. Ensures federal and state grant reporting requirements are met.
    h. Manage the process and reporting of the Rural Operation Assistance Program (ROAP) and Elderly and Disabled Program grants to NCDOT and other grants as assigned by the Executive Director.
    i. Ensures TACC follows all laws and procedures governing Title VI of the Civil Rights Act of 1964 and other applicable federal and state Civil Rights laws and regulations.

  2. 25%- This position will be responsible for developing, maintaining, and facilitating a Safety Plan and Program for TACC.

  3. 10%-Ensures that all TACC employees receive and satisfactorily complete monthly safety training per TACC’s Safety Plan.

  4. 10%-Remain current with state and federal laws, policies and procedures, and recommendations as they relate to public transportation.

  5. 5%-Administer and continuously update TACC’s Drug and Alcohol program.

  6. 5%-Licenses, registration, and certifications.
    The incumbent will attend all appropriate educational courses to enhance the administrative, training and communications skills as they pertain to administration, safety, and public transportation.

  7. 5%-As deemed necessary.

Other Position Requirements

A. This position requires the incumbent to learn and be knowledgeable in the administrative duties of TACC, proper and safe operation and maintenance of vehicles as it pertains to TACC policies, as well as state and federal laws.

C. The incumbent must constantly provide excellent guidance as it pertains to the safe operation of transit vehicles and ensure excellent customer service to the general public. The incumbent should consistently project a positive and friendly attitude to all clients, passengers and the general public.

D. The incumbent must be physically and mentally capable of driving vehicles, conducting wheelchair lifts for extended periods of time and must be able to train TACC employees in every aspect of their position.

E. Work is performed inside and outside of the vehicle and the office. The Assistant Director will be required to assist the Executive Director with all administrative aspects of TACC and to facilitate the training of TACC employees.

F. The position requires the primary use of Microsoft software and other software as directed.

G. 100% visual attention and mental concentration are necessary in the performance of the Assistant Director duties and manipulative skills are required when performing employee training.

H. The physical activity of this position are: Stooping; Kneeling; Crouching; Reaching; Walking; Pushing/Pulling wheelchairs,50 pounds; Lifting 50 pounds; Fingering; Grasping; Talking; Hearing; and some Repetitive motions.

I. The position requires that an individual must submit to and successfully pass a DOT physical, criminal background check, drivers’ license check and drug test prior to an offer to fill the Assistant Directors position.

Minimum Education and Experience Requirements

A. The incumbent must have a working knowledge of all traffic laws and transportation regulations in North Carolina as well as a working knowledge of the proper methods of loading and unloading vehicles and safe operation of a vehicle. Should have the ability to perform minor maintenance and/or evaluate repairs for a vehicle.

B. Should have the ability to understand and carry out oral and written instructions as well as the experience and ability to write technical grants, policies and procedures.

C. The incumbent should have a minimum of a two year Associate Degree, preferred and/or at least 5 years of Administrative experience. Supervisor experience is preferred but not required.

Special Qualification/Requirements

A. Appropriate North Carolina Drivers License for the weight and type of vehicle operated as required by the North Carolina Department of Motor Vehicles. Must have or obtain within a 90-day period of employment, a North Carolina CDL with a P endorsement.

B. Residence in Cleveland County is preferred but not required.

Salary Position; Full Time with benefits, hiring range $35,000 - $45,000.

Vice President of Finance and Administration


Description:

The Cape Fear Public Transportation Authority is currently accepting applications for Vice President of Finance and Administration.

The Vice President of Finance & Administration is the chief financial officer and chief administrative officer of the Authority and is responsible for managing the Authority’s financial and administrative functions.

REPORTS TO: President/Chief Executive Officer

DESCRIPTION OF DUTIES/RESPONSIBILITIES:

  • Prepare financial reports, such as income statements, balance sheets, and analyses of future earnings or expenses, that summarize and forecast the organization’s financial position.
  • Prepare special reports required by local, State and Federal regulatory agencies.
  • Oversee the accounting, audit, payroll, HR and budget functions of the Authority. May be required to perform bookkeeping and similar functions.
  • Oversee the investment of funds, manage associated risks, and supervise cash management activities.
  • Manage local, state and federal grants including assisting in the filing of grants and compliance.
  • Assist CEO and Budget and Finance Committee with preparation of annual budget.
  • Perform financial oversight of third party contractors to include: fare counting procedures and compliance; fare recovery ratio reports; capital inventory reconciliation; and other associated financial oversight duties as assigned.
  • Direct and review annual audits by external auditors, as well as conducting periodic reviews of the Authority’s finances.
  • Direct and review annual audits by external auditors and other regulatory personnel.
  • Oversee human resource function of the Authority.
  • Supervision of accounting, finance, budget, personnel, human resource, procurement and other para-professionals.
  • Oversee the procurement function of the Authority.
  • Other duties as assigned.

QUALIFICATIONS:

  • A bachelor’s degree in finance, accounting, or a related field is the minimum academic preparation, with a master’s degree in business administration, economics, finance, accounting, public administration or risk management is desired.
  • Certified Public Accountant (CPA) and/or Certified Management Accountant (CMA) very desirable.
  • Five to ten years experience in governmental accounting and administration.
  • Must meet requirements for public official bond.
  • Pre-employment background check and drug screen required.

SKILLS REQUIRED: Computer literate with a working knowledge of word processing, spreadsheet, accounting software.

PHYSICAL REQUIREMENTS:

  • Typically requires talking, hearing, seeing, and repetitive motions including keyboard entries.
  • Sedentary to light work: Exerting up to 10-20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects.
  • May be subject to overnight travel
